This is probably because everything is down at the moment, your computer is probably sending out a request for an update which it can't find because the source of the update is offline. When everything comes back online I'm sure you can get your update.;)

It was meant to come back online around 3pm, which was around 1hour and 25minutes ago. They have experienced a technical difficulty and therefore no one knows how much longer it will take for everything to come back online.

Nah, they just have a small technical problem. It will delay a bit. But they will keep us updated as soon as it fixed. And noone can download the Update at the moment, because server<s are down i guess.
