Welcome to the "How to properly (re)install Cabal client manually" thread.
Here you can find instructions of how to (re)install Cabal manually.
In the case with reinstalling Cabal, why should/would you do that?
1) You have some visual graphic problems in-game, for example: an item doesn't appear correctly to you or you can't see the graphics of an item or you can't see some skills even though you got the animation enabled.
2) You are getting corrupted files errors.
3) You are getting an abnormal amount of disconnections.
4) You are facing gameguard error problems and deleting the gameguard folder doesn't fix the problem.
The short summary of problems listed above are more or less the general problems that you might face. When you have one of the problems listed above or something similar along the lines, then it might be a good idea to reinstall your Cabal client.
Step 1:
Be sure that your DirectXc and video card are up to date, that should eliminate the most elementary graphical problems, in case you never update them.
DirectX (http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3).
Update your video card drivers to the latest driver version (unless there are known problems with it or if you get lower gaming performance from it):
AMD ATI (http://www.amd.com/uk/Pages/AMDHomePage.aspx)
Nvidia (http://www.nvidia.co.uk/Download/index.aspx?lang=en-uk)
Please check the representative sites of the brand/motherboard of your (on-board) video card, if you have one of a different brand.
Step 2:
Go straight to step 3, if you never had Cabal installed yet.
Uninstall Cabal Online, if you have it installed. You can either go straight to "C:\Program Files\Games-Masters.com\CABAL Online (EU)" and click Uninstall.exe or go Start --> All Programs --> CABAL Online (EU) --> Uninstall. Do the same for all the Cabal related manual patches, if you got them installed.
Step 3:
Cleaning your registry files regularly can speed up your PC and eliminate possible registry conflicts caused by old left over registry files.
To clean your registry. You can use a free program like CCleaner (http://www.piriform.com/ccleaner).
Instructions: Download the installation file of CCleaner from above link, install CCleaner (be careful of the options when installing, it might ask you install some other program), start the program after the installation is complete, click on the registry tab, click "Scan for issues", leave everything selected and click "Fix selected issues" and follow the instructions of the program.

Step 4:
Well, one thing that you'd have take note of is that you should be sure that you are installing Cabal on a Windows account with administrative rights. Windows Vista/7 users should right click the .exe files and choose "run as administrator", when you don't have UAC disabled.
Now we can start (re)installing the Cabal client.
The fully installed CABAL Online EU Episode VIII The 3rd Awakening Multi-Language client (patched till update 610) is about ~4,4GB in size.

Download the client, start the program (via "run as administrator" or with UAC disabled on a Windows administrator account) and follow the instructions to install it. You can then start the Cabal Launcher, let it download possible updates and start the game.
It is highly recommended to install with the new client.
