It sounds like this...
9) Game Fails to Update on Launcher (Unable to contact server, please restart launcher error)
Possible Solution : One user reported this solution as the easiest around. You need to open Internet Explorer, click on Tools -> Internet Options -> In the General Tab , click Delete Cookies. Restart the Launcher.
Try that and see if it helps.
I've done both of those things and no results.

I've added some info in my guide :
9) Game Fails to Update on Launcher (Unable to contact server, please restart launcher error)
Possible Solution : One user reported this solution as the easiest around. You need to open Internet Explorer, click on Tools -> Internet Options -> In the General Tab , click Delete Cookies. Restart the Launcher.
Possible Solution : Another solution is to check your Internet connectivity. Most users receive this error when they are using passive connectivity.
Let me explain : I am using a router/modem for example. I did not configure the router at all and by default, it gives me a restricted NAT connection (i have closed ports). You can easily check that on www.canyouseeme.org (http://www.canyouseeme.org/) and enter any port. It will tell you the connection is refused. If it times-out, you have a firewall open somewhere. If it refuses connection, then the port is closed. Basically, imgrepository.dll and the other DLL's that are not downloaded properly are because GameGuard and the updating software require open NAT connection (open ports). If the ports are not open, the server will believe that you are trying to connect using a proxy (because the availability of the port is denied). Because of this, you need to forward the ports into your PC, otherwise you will probably receive the Failed to download xxxxxxxxxx.dll or update.exe or you will receive the ERL error when GameGuard and Cabal (http://forum.cabalonline.com/autolink.php?id=2&script=showpost&forumid=25) start.
REMEMBER : Being unable to connect to the server to update Cabal (http://forum.cabalonline.com/autolink.php?id=2&script=showpost&forumid=25) or GameGuard is because of closed ports. If you do not have access to the router/modem, call the ISP and ask them to open your ports on that IP that they gave you.
I think you have the ports closed . Check for example port 6900 on www.canyouseeme.org
It just says connection timed out and i've turned off every firewall including the windows one and nothing.
EDIT: If closed how do I open it?
It just says connection timed out and i've turned off every firewall including the windows one and nothing.
Connection time-out means that you have a firewall running ...
Either in your PC or in the server (and it's filtering your IP address) or in the Modem / Router (the incorporated firewall of the component).
What is your network config at home ? You get the internet directly from the ISP Modem ?
Have 2 computers, one of them gets internet directly from the Modem but this one doesn't.(Basically use a router to share internet connectivity)Hope that's what ur asking for.
Yer it now says connection refused ( port closed ) How do i open it and which one?
Awts... anyone able to help me out?
What router are you using? Well basicly you should go to your routers page. This is your default gateway I think, since the address on mine computer is the same :/
Then there you need to find LAN servers and open them.
This is just a quick brief, google for it.
