follow along lines of storie quests and shud have a set of quests called under the heading [war something]
must be level 95+ and must have completed i think a fair majority of storie quests up until that level

as i said you probably need do more of your "other quests" im sure theres a requirment of doing a certain quest to get the nation quests
do all story quests (story qeusts are for example the ones with the heading "book of apocalypse") then ull get the quests with the heading "War Clouds" than just do them and you'll get the nation quest

These are groups of quest and u will receive them by lvling and compleating previous quests
where can ifind the quests war clouds?? pls
if u have done all previous quests they should be available at lvl 95
the quest name is something with : Sage Tower

5th Again the story of humans... just do all story line quests and u get 5 quests from *war clouds* after u finish them all 5 ( i think it was with first 5 cities port servide) u get q with nation
