launcher not working

hi there, i got this problem yesterday.. the other days i was playing the game normally
when i start to run the game, the sign says "DO you want the following program to make changes to this computer" i click the "yes" option. but nothing happened.. i tried to run it as administrator but still the same happens..
i open task manager and no update.exe or cabalmain.exe running..

i'm using windows 7 64 bit
my AV is Microsoft Security essentials only..

i tried reinstalling but same problem happens

So after clicking on the desktop shortcut, nothing happens? No launcher and no update.exe running in Processes?

Do you see the update/cabal/cabalmain.exe files in your Cabal folder?

i was lucky a friend give me a whole copy of cabal folder.. it seems to work fine now..
