I remember there was a thread about it long time ago, I have not paid much attention to it as it didn't really seem to bother me at all.
Things can be changed over time, It can be tested ingame if you have the amount of CD to do it. Or ask someone with a high amount of CD to test it out.
Try ask Mannaro, he got 250% CD on his FB, he can test it I guess.

any dmg softcap was removed long time ago.
personally as fa i've been up to 350%+ and it didnt feel like there are dr effects so i'd say no there is no cap
