You need level 80 to summon one, but first you need the Bike Key that by the moment is only obtained at special events promoted by GMs.

only time i got close to getting a bike was skilling my archer on fort ruina mobs and one of them choaked up a black board before he died. but then boards you can just buy from the cash shops now so i guess theyre not even desirable now
